Resource Management (Climate Protection) Amendment Bill

Please write a submission on the Resource Management (Climate Protection) Amendment Bill).

ECO supports this short private members Bill introduced by Green Co-Lead Jeanette Fitzsimons. The bill repeals those sections of the Resource Management Act (Energy and Climate Change) Amendment Act which prevents the consideration of climate change in the granting of air discharge consents and the formulation of regional plans.

The passing of this Bill would allow climate change issues to again be considered in resource consents, for example in a coal fired power station.

The RMA was amended in early 2004 to remove these provisions on a commitment from the Government to introduce a universal carbon charge. This carbon charge was scrapped by the Government in December. The Government has also failed to introduce any national standards to deal with carbon emissions under the Resource Management Act.
